Timothy Kelly is a Director at Taylor Healthcare and prior to that he served as Vice President of Dialog Medical. He holds master’s degrees in biomedical engineering from Drexel University and business administration from Mercer University. Tim has spent 25 years in the medical device medical software industries and two years as a Fellow with the Biomedical Engineering and Science Institute of Drexel University. His areas of interest include patient safety, engagement strategies and shared decision-making.
An avid researcher, Tim helped orchestrate the largest-ever study of the practice of teach-back to confirm patient understanding during the informed consent process. Those efforts lead to a 575-patient, seven-site, prospective, randomized controlled trial. More recently, Tim was the first to automate the Medicare Outpatient Observation Notice (MOON) as an electronic acknowledgement instrument to be used for Medicare beneficiaries who are admitted for observation services as outpatients. Presently he is designing systems to ensure full compliance with the ‘Quality of Informed Consent Documents for Hospital-Performed, Elective Procedures’ measure.
Tim is a member of HIMSS, ASHRM and ACRP. He is a frequent contributor to numerous publications, including: Hospitals & Health Networks, Becker’s Hospital Review, Healthcare IT News, Government Health IT and Medscape News. His instructional article on the Quality of Informed Consent Documents measure, which has been proposed for inclusion in the Hospital Inpatient Quality Reporting program, was among the most viewed on-line pieces Becker’s Hospital Review in 2017. Tim has presented at diverse national conferences, including HIMSS, ASHRM and ACRP. He has presented on the topic of informed consent and automation at two Texas HIMSS Chapters (Austin and Houston) in 2017. Tim holds two U.S. patents.
