Scott has testified before the Florida Senate and House of Representatives on Insurance matters which led to unanimous passage of the Florida Senate’s first bill to use biometrics to eliminate insurance fraud. A speaker at the NHCAA summit in Boston entitled "Investigating Fraud in an Electronic World, Scott is the named inventor on over 60 claims and 3 patents entitled “Systems and Methods for Health Care Fraud Countermeasures”. Scott has a B.A. from the University of Florida, and J.D. from Whittier College School of Law.
