Commander Samuel Schaffzin in the U.S. Public Health Service Commissioned Corps, where he is currently assigned to the Centers for Medicare & Medicaid Services (CMS) as a Technical Director for Medicaid Health IT and as national program lead for the Medicaid Electronic Health Record (EHR) Incentive Program. In this role he helps develop, implement and evaluate the Medicaid Electronic Health Record Incentive Program and assists states/territories in achieving health information exchange and interoperability. Previously, CDR Schaffzin was with the Office of the U.S. Surgeon General, where he served as a Senior Program Officer for the Division of the Civilian Volunteer Medical Reserve Corps (DCVMRC) and coordinated programmatic activities and conducted national outreach on behalf of the Post 9/11 Public Health Preparedness program. CDR Schaffzin holds a Bachelors degree from Rutgers University in New Brunswick, NJ, and an M.P.A. in Health Policy and Management from New York University’s Robert F. Wagner Graduate School of Public Service.
