Minakshi is the Chief Executive Officer at REAPm, LLC, providing consulting services to health and human services delivery organizations. As a contractor for the State of Connecticut Department of Social Services (DSS), Minakshi served as the Director of Business Intelligence and the Department of Health and Human Services (HHS) Health IT coordinator leading Health IT efforts. Over the last decade, she planned and successfully implemented an enterprise health information technology stack for Connecticut Medicaid that creates business intelligence that is scalable, flexible, and cost-effective while keeping the focus on the patient. These technology solutions are sustainable and can be leveraged across human service agencies to deliver on the promise of efficient and effective care delivery. A big proponent of data-driven decision-making, as well as data transparency, Minakshi implemented the first-time release of DSS data using the open data portal for internal and external stakeholders. Minakshi has over 20 years of experience in the design and development of management information systems for improving data quality and performance management that are simple and cost-effective to implement. Her research has been funded by many HHS centers, such as the Centers for Medicare and Medicaid Services (CMS), Office of the National Coordinator for Technology (ONC), Center for Substance Abuse Treatment (CSAT), Center for Mental Health Services (CMHS), etc. At the state level, Minakshi has led efforts to implement automated reporting systems for quality and performance outcome measurement in Connecticut and Virginia. She’s also provided technical assistance to many states on improving the quality of care through the implementation of Electronic Health Records and Health Information Exchanges. Minakshi has a Ph.D. in Human Ecology and an MS in Marriage and Family therapy from Kansas State University.
