Veterans Health Information Exchange (VHIE) Performance

Since many Veterans receive care from the private sector, Veterans Affairs (VA) supports electronic sharing of information across the continuum of care through the VHIE program. Through standard-based protocols like eHealth Exchange and Direct Messaging, VHIE connects VA to 135+ organizations, sharing C-CDAs and other data with providers and Veterans. To manage this program, VHIE has evolved a set of interoperability metrics. A first set of metrics helps VHIE selectively recruit and manage partners (e.g., volume of shared patients, usability of partner systems, and data quality). A second set of metrics about operational efficiency allows it to manage usage and adoption (e.g., number of patients and clinician users, volume of inbound and outbound transactions by partner, response time). A third set of outcome metrics allows it to demonstrate value (e.g., improved documentation and flu-shot prevention).
