A Measurement to Support the Health IT Regional Strategy

The Veneto Region, in the northeast of Italy, is dealing with the design and deployment of an Healthcare Information Exchange system (HIE) that can treat millions of ePrescriptions, eReferrals and several different medical reports. A measurement that can summarize the digitization level, it is part of the knowledge needed to define a successful HIE implementation. In our case, the challenge was the use of the EMRAM score by HIMSS as a proxy measure of the EIS potentialities. To reduce the uncertainty, we delineated the meanings assumed by the mean of the EMRAM score at the regional health system level. In this way, it was possible to clearly define the link between the degree of digitization achieved by the individual organizational entities and the potential of the information exchange system. Despite the implicit limits of this model, the results gained are encouraging.
