According to Global Market Insights Inc. (2019), that cloud computing market will exceed a sum target of USD $55 billion by the year 2025 against USD $20 billion value in 2018 (i.e. from 2019 to 2025), over 15% Compound Annual Growth Rate (CAGR). Consequently, its adoption and full implementation create a speedy and viable link to servers, data storage, databases, proper integration, and access to other vital applications within the system. More importantly, it offers areas such as flexibility to control data scalability, faster access to Electronic Health Records (EHRs), effective management of vast storage of clinical and hospitals statistics.

On the contrary, despite the positive and global impact Cloud-Based System (CBS) has created (a platform that could transform an entire healthcare system), there seem to be some underlying issues limiting its full adoption and implementation in most of the public healthcare facilities in Ireland. These could possibly stand as barriers to its full implementation such as Security, Privacy, Legal and Compliance, Organizational challenges and so on within a given healthcare facility. Accordingly, it can possibly affect the confidence level of various stakeholders (negatively) such as clinicians, Hospital Managers, Finance Directors, and IT Managers intending to adopt CBS as a substitute to their legacy system.

Therefore, this research will look at Perceptions of Cloud-Based EHR Adoption and Barriers in the Irish healthcare system and specifically will focus on Letterkenny University Hospital (LUH), County Donegal under the Health Service Executive (HSE).
