Though developing a population health utility is no small task, it became a significant achievement at Nebraska Health Information Initiative (NEHII) with its near zero tolerance of a “false positive” match rate, with a low tolerance of a “false negative” match rate to create a single record of the patient. NEHII focused on bringing trust and value to health information technology by creating solutions that move health data forward. The HIE is designed to share clinical and administrative data among providers in Nebraska and neighboring states. Its work in patient matching enabled safe data exchange when integrated with the state’s PDMP program to help solve the opioid crisis. The presenter will chronicle the state HIE’s journey from a purely transactional utility to a truly interoperable population health analytics platform that maintains a single view of the patient.
