Successful quality measurement requires clear and consistent data documentation to assure accuracy and reliability. Variation in clinical workflow and the extent to which clinical software captures and stores data, confounds the ability retrieve data with such clarity, potentially adding to documentation burden. This Essential Conversation addresses mitigation strategies for eCQM-related clinical burden. It further evaluates the use of Health Level Seven's Fast Health Interoperability Resources (FHIR) with Clinical Quality Language (CQL) to express data needed for eCQMs to enable implementers to retrieve existing data, significantly reducing the providers burden to re-enter existing data. This change can represent a flexion point in changing the focus of healthcare from process to outcome, if managed well. The session highlights existing efforts creating eCQMs and clinical decision support through CMS programs, private insurers and standards bodies (such as HL7) to assure clinical data examples are useful and re-usable.
