Healthcare.gov rolled out more than 4 years ago, yet there continues to be an ongoing interest and desire to learn from the notable roll out, and to detangle the numerous opinions and perspectives which often provide contradictory accounts and an inconsistent narrative of what really happened from pre-passage of ACA through October 1, 2013, and beyond. Hundreds of news articles, magazine articles, and blogs written by renowned journalists and numerous books written by credible authors have covered this topic.

As the former Deputy CIO of the Centers for Medicare & Medicaid Services, Henry Chao is one of the very few that has first-hand experience of the major issues and challenges surrounding the Healthcare.gov roll out. He understands what were (and in some cases, still are) the significant gaps between expectation and reality, and the key lessons learned from the effort to implement one of the greatest changes to the US healthcare system since the passage of Medicare and Medicaid in 1965.

Mr. Chao is a trusted Solutions Architect and strategic advisor in the healthcare space. Retired from CMS after 21 years, he has expert domain knowledge for Medicare, Medicaid, CHIP, and Insurance Marketplace/Exchange in all facets of IT, Programs, and Operations, and brings unparalleled knowledge and experience in government programs and commercial health insurance products.

Today, most organizations are experiencing a tremendous shift in how they deliver and maintain solutions for clients by using Agile Development methodologies and DevOps. The Agile approach is an answer to the increasing demand for a development and delivery process that involves more intensive engagements in short durations. It adopts more progressive planning approaches and a Continuous Integration, Continuous Delivery practice. The benefits of Agile are being realized, but the velocity of the development process demands a more responsive and efficient testing approach, often causing a bottleneck. For this reason, Testing as a Service (TaaS) has become an indispensable piece in the contemporary context of Agile: it includes the capabilities to adapt to the demands of complex, large-scale projects which require the coordination of numerous interfaces and integrations with legacy interfaces and processes.

Michael Finkel is the Chief Executive Officer for Sparksoft. Mr. Finkel has made his career in the IT field for over 20 years and for 15 of those years he has driven changes in healthcare through the delivery of complex, technical solutions. Mr. Finkel has been heavily involved in testing for Centers for Medicare and Medicaid Services (CMS) initiatives, such as the Health Insurance Marketplace (Affordable Care Act), including: The Marketplace Advisor Systems Integrator (MASI) contract, the Data Services Hub (DSH), Federally Facilitated Marketplace (FFM) Testing, Medicare Beneficiary Database (MBDSS), and Single Testing Contractor (STC). Mr. Finkel overcame numerous challenges, which led to our success in testing applications (which require extensive automation) with short test execution cycles.

Richard Toney is the Senior Solutions Architect for Sparksoft. Mr. Toney has over twenty years of professional experience delivering enterprise information systems, infrastructure deployments, and operations support to multiple federal government and private sector organizations. He also has more than 14 years of federal healthcare experience supporting Health and Human Services, the Food and Drug Administration, National Institutes of Health, Centers for Medicaid and Medicare Systems, Veterans Affairs, and Military Health Systems.

Benefits and Pitfalls of the Government’s Transition to Cloud-friendly Policies

Nick Cook, Application Delivery Manager for the MyLicense platform, and Richard Toney, Senior Solutions Architect for Sparksoft, will be providing a 15-minute presentation on the benefits and pitfalls of the government’s transition to cloud-friendly policies.  Many state and federal agencies have been slow to migrate to the cloud and receive the many benefits the cloud offers.  Attendees will learn more about the FedRAMP certification which has been providing state and federal agencies with confidence in cloud infrastructure, making the transition to cloud more seamless.  This presentation is a must-see for state-level regulators, agency board members, and IT decision makers.
