Ms. Rawlins has 20 years of HIT experience, including roles in hospital administration, health policy analysis, and health regulation. As Providence's Associate Vice President for Population Informatics, Ms. Rawlins develops the analytics and predictive modeling needed for the success of Providence's population health and care management strategies. She also served as the Executive Director for the first state-level task force on HIE created in Florida in anticipation of the ONC for HIT; directed Florida's first consumer transparency initiative which publicly reported hospital outcomes, health plan ratings and the retail price of pharmacy drugs in 2005; and, co-authored one of the nation's first research efforts in 2007 on identifying Potential Preventable Hospital Readmissions. Ms. Rawlins led Florida’s Health Information Security and Privacy Project (HISPC) aimed at documenting the privacy and security regulations that created barriers to HIE and worked with key stakeholders and experts to develop national and state solutions.
