Dr. Gupta is COO and CIO at the Rhode Island Quality Institute, and is responsible for the build-out and delivery of all products and services, including the new initiatives on consumer engagement, interoperability, provider directory, practice transformation, population health analytics and care management to support Rhode Island’s rapidly evolving landscape of payment reform and accountable care. Rhode Island Quality Institute owns and operates CurrentCare, Rhode Island’s official statewide Health Information Exchange, which is a centralized data repository that enables providers to access and exchange up-to-date health information about their patients. Dr. Gupta has over twenty years of experience in building and delivering innovative healthcare products and services, first at Siemens Research and then at Siemens Healthcare, where he built a global business in computer-aided diagnosis and data- and knowledge-driven solutions utilizing machine learning and predictive analytics for clinical decision support and automated quality measurement from unstructured data. As Executive Vice President of products, operations and technology at ikaSystems, Dr. Gupta was responsible for software-as-a-service enterprise-class solutions for claims processing, member enrollment and billing, care management, analytics, and quality measures for managed care organizations. He has also served as Senior Vice President and Chief Information Officer at CareFirst BlueCross and BlueShield, the largest insurer in Maryland, DC and Northern Virginia, where he oversaw the biggest technology upgrade in CareFirst’s history to support an innovative state-wide PCMH and shared-savings program. Dr. Gupta holds 20 patents and is a graduate of Indian Institute of Technology, Kharagpur, and received his MSE and Ph.D. in Computer and Information Science from University of Pennsylvania. He also holds an MBA from Wharton School of University of Pennsylvania.
