In Florida, over 90 percent of all public assistance applications are done online through its Automated Community Connection to Economic Self Sufficiency (ACCESS) program. The presenters will discuss how Florida's Department of Children and Families implemented an identity management program to detect and prevent online public assistance fraud.
  • Describe the problem of identity theft in public assistance programs and discuss why an identity management approach is needed to solve the problem
  • Demonstrate how Florida's Knowledge Based Authentication program works and compare fraud metrics prior to the implementation of the solution with metrics following implementation of the solution to illustrate results
  • Discuss how an identity management solution integrates with the existing ACCESS program
