In late March, CMS will publish proposed rules that will effectively move CMS from a fee-for-service to a value-driven payment model called the Merit-Based Incentive Payment System (MIPS.) In this system, provider reimbursement will be determined on a formula that measures quality improvement, clinical practice improvement, efficient use of resources, and the meaningful use of health information technology. Scores will be calculated from 0-100. Providers finishing in the national mean or median will get the traditional fee for service payment.
